Professor Keith Palmer is one of the most distinguished energy finance specialists in the UK, with a career at the World Bank, in developing countries (PNG, Chile) and in UK electricity privatisation and natural resource finance with NM Rothschild Ltd. He is a Honorary Professor for CEPMLP.
Over the past decade, Professor Palmer has been heavily involved in:-

The restructuring and privatisation of oil and gas, coal mining and power industries in Europe and developing countries,

Introduction of competition and efficient regulation into state energy industries,

Financing in the private sector of major mining and energy projects including gas fired power generation,

Advice on fiscal and other policies to promote the inward flow of foreign investment to developing countries in the mining and energy industries,

Valuation of mining and energy assets and companies.
Recent work has focussed on:

The introduction of competition in the UK gas industry,

The impact on pricing in the domestic, industrial and power markets,

And implications for the electricity market.
Research
His general research interests are mining and energy economics, finance and policy. Initially, he was heavily involved in the analysis of fiscal systems to promote mining and energy investment particularly in developing countries as well as the negotiation of investment agreements with international mining and energy companies on behalf of developing country governments. At the World Bank, this work broadened to include the pricing and taxation of gas and the restructuring of electric power systems.
